Get the devilish java kick twice-once in the fudgelike brownies and once in the creamy frosting. No espresso on hand? You could substitute everyday instant coffee powder.

To make the brownies: Preheat the oven to 350°F. Grease an 8" x 8" baking pan.
In a medium bowl, combine the flour, espresso powder, baking powder, and salt. Place the chocolate and butter in a microwaveable bowl. Microwave on high for 4 minutes, or until the butter is melted.
Remove from the microwave oven, stirring constantly to fully melt the chocolate. Stir in the granulated sugar until wellblended. Add the eggs, one at a time, stirring after each addition, until well-blended. Stir in the vanilla extract and the flour mixture.
Spread into the prepared pan. Bake for 30 minutes, or until a wooden pick inserted in the center comes out clean. Cool in the pan on a rack.
To make the frosting: In a small saucepan, combine the chocolate chips, butter, espresso powder, and half-and-half. Heat, stirring constantly, until smooth. Stir in the confectioners' sugar until smooth. Spread over the brownies. Let the frosting cool.
